Q: Did they hang in rows as shown in the picture?

Yes, you can hang the lights on the tree, on the eaves, and so on.

Q: What brand are they? I bought others and need to match. Other vendor only has one more. Need 4

Dear friend， A total of 8 Luminous tubes, one every 11.8 inches. The length of Each light is 11.8 inches.

Q: Does a charger or plug come with lights? I recieved lights but nothing to plug into.

You will need to power them with a USB charger - like what you plug in for a cell phone. You realistically get 3 rrows of lights before you need to plug in another source of power - otherwise they get noticably dimmer. You can accomplish this in 2 ways. 1) run an extension cord and plug in another usb charger for each 3 lights or 2) buy a usb hub - like a splitter you would use to add more usb ports to a computer - and run long usb extension cables from it. I powered 12 strings of lights from a phone charger and hub. This is more in depth than your questions but it will help other too.
